This expression is widely used in the circles of professional croupiers working in casinos on roulette. 

Description

External Hand – the dealer's hand on the roulette wheel, located on the side opposite the drum.

This hand croupier does not launch the ball (although some Unicum sometimes resorts to such a reception). It is used for clearing the field of chips, taking oral bets, moving stacks of won tokens and other operations.
